ERWIN SULAK

 Erwin L. Sulak is a native Texan.  He is a graduate of St. Mary’s University in San Antonio, Texas.  He is married and has two children.

Erwin Sulak began his law enforcement career with the Bureau of Dangerous Drugs, a predecessor agency to the Drug Enforcement Administration in Dallas, Texas.  He was transferred to San Antonio, Texas when that office was opened.  In San Antonio, Texas, he served with the Bureau of Dangerous Drugs and the Bureau of Narcotics and Dangerous Drugs as a Special Agent, acting group supervisor and acting agent in charge.    As well, during his assignment to the San Antonio, Texas, and in addition to his criminal investigative responsibilities, he served as the range officer, assumed most of the public speaking duties and was an integral part of the regulatory compliance efforts.  He was temporarily assigned to form the regional regulatory compliance group in Dallas, Texas following the enactment of the Controlled Substances Act.  During his service as a Special Agent in San Antonio, Texas he was awarded three Letters of Commendation from the Director of the Agency and one Director’s Meritorious Service Award.

He was transferred to the Kansas City, Missouri Regional Office with a promotion to group supervisor where he was responsible for supervising the investigation of Federal Drug statutes in the Western District of Missouri and the District of Kansas.  During his assignment to the Kansas City, Missouri regional Office, he was awarded one Director’s Meritorious Service Award and one Agency Adopted Suggestion Award.

Following his tenure in Kansas City, he entered the private sector, initially providing litigation support to law firms on the Texas Gulf Coast.  Within three years he became involved in the oil and gas exploration and production industry.  He served briefly with a small independent oil and gas company in Corpus Christi, Texas and then joined an exploration and production company in San Antonio, Texas where he served in numerous capacities as a division manager, vice president and ultimately as the Executive Vice President responsible for all the company’s operations.  During his employment in the oil and gas business he was responsible for negotiations for company acquisitions and divestitures.  He participated in fact finding missions to South America and the Former Soviet Union regarding legal, logistical, operational and commercial issues with respect to energy projects.  He negotiated the sale and managed the closing of all of the oil and gas assets of New London Oil Inc. and negotiated or supervised negotiations for company contracts including leases, farmouts, participation agreements, gas purchase contracts and crude oil contracts. 

Following the sale of the assets of the company, Erwin Sulak opened a consulting firm, Erwin Sulak & Associates.  He provides security consulting and litigation support services.  As part of his security consulting activities he has conducted security site assessments for domestic and international refineries; he has coordinated the implementation of the restructuring of the security program for a major refinery; directed international threat assessment and response; assisted in the development and implementation of emergency preparedness plans and directed the evacuation of personnel from hostile environments. 

In addition to his security consulting and litigation support practice, he is a principal in Hensley & Sulak, LLC a management consulting firm specializing in operational audits, internal controls implementation and management reviews.

As part of his consulting services, he has managed the documentation of a quality management program for the purchasing/supply and engineering/manufacturing divisions of an international company. The programs were certified to ISO 9002and 9001 standards respectively.  He has re-written established quality programs where required; audited established program for compliance and represented the applicant during third party certification audits.

Erwin Sulak is the author of Finding the Truth: Effective Techniques for Interview and Communication, 2000, a 280-page manual written for the Association of Certified Fraud Examiners.  The manual addresses interview techniques and verbal and non-verbal communication analysis.  He is the author of Evaluating Fraud Complaints, Interviewing Prospective Witnesses and Obtaining Confessions, 2000, written for the Association of Certified Fraud Examiners 2000 Fraud Symposium.  As well, he is the author of Where the Truth Lies, San Antonio Lawyer, January – February, 2000 Issue. He is a frequent lecturer for professional groups at symposiums, seminars and other continuing education programs.  He is a guest lecturer at Texas State University, San Marcos, Texas in their Continuing Education Program.
